Gov. John Carney is adding new restrictions to slow the spread of coronavirus in the First State as new cases of COVID-19 are hitting levels higher than Delaware has previously seen.

The restrictions added include:

  • Indoor gatherings in homes must be capped at no more than 10 people.
  • Indoor gatherings outside of homes must be limited to 30 percent of the venue’s stated fire capacity, up to a cap of 50 people
  • Outdoor public gatherings are limited to 50 people. Up to 250 may be allowed with a plan approved by the Delaware Division of Public Health (DPH).
  • Restaurants must operate at no more than 30 percent of fire capacity indoors, with allowances for additional outdoor seating.

Youth sports organizations, teams & venues are prohibited from hosting andparticipating in tournaments with out-of-state teams, effective Dec 1. Delaware teams prohibited from traveling across states lines for tourneys.

But the state is still recommending schools operate in hybrid mode.

New cases hovered around the 400 mark the past four days, including the second highest daily number ever - 477 - last Thursday.  And that’s pushed the state’s 7 day rolling average for new cases above 326 per day. That’s the highest it’s ever been.

The Dept. of Correction announced Monday it's found 18 COVID-19 cases at Vaughn Correctional Center near Smyrna.  And the state's courts have rolled back its reopening, suspending all jury trials again and reducing  capacity allowed in Delaware courts from 75 to 50 percent.

Carney holds his latest press briefing on the state's reponse to the pandemic Tuesday afterboon at 1:45 p.m.  Division of Public Health director Dr. Karyl Rattay and Delaware Emergency Management Agency Director, AJ Schall are expected to join him.
